AFMC base part of Spiral 1.1, initial conversion to civilian personnel system

On April 30 the Department of Defense will roll out the performance-management, pay, staffing, and work force-shaping provisions of the National Security Personnel System to 11,000 civilian employees across DoD.

Air Force Materiel Command will have about 2,500 non-bargaining unit General Schedule employees at Tinker AFB, Okla., included in the Spiral 1.1 rollout. The remaining three portions of NSPS – labor relations, adverse actions, and appeals – currently are on hold following a federal judge’s ruling in February that upheld union concerns over employees’ rights.

NSPS is an ambitious reshaping of the old rules governing the management of civilians. NSPS was designed to allow DoD to be a more competitive and progressive employer at a time when the country's national security demands a highly responsive civilian personnel management system. It includes a pay for performance system that rewards employees based upon contribution to the organization’s mission. NSPS also allows DoD to rapidly address new and changing mission requirements by placing jobs in pay bands.

DoD continues to review the options for deployment of the GS employees in Spirals 1.2 and 1.3 which have been planned for October 2006 and January 2007. Among the AFMC bases involved in Spiral 1.2 are: Arnold Engineering Development Center, Arnold AFB, Tenn.; Brooks-City Base, Texas; Eglin AFB, Fla., Kirtland AFB, N.M. and the remaining GS employees at Tinker AFB, Okla. Spiral 1.3 bases includes Edwards AFB, Calif.; Hanscom AFB, Mass.; Hill AFB, Utah; Robins AFB, Ga.; and Wright-Patterson AFB.
