The government’s policy is to encourage the submission of new and innovative ideas in response to Broad Agency Announcements, Small Business Innovation Research topics, Small Business Technology Transfer Research topics, Program Research and Development Announcements, or any other government-initiated solicitation or program.
Unsolicited Proposals
The Federal Acquisition Regulation (FAR) allows for submission of unique and innovative ideas as unsolicited proposals. These have very strict requirements as listed in FAR 15.6. A valid unsolicited proposal will be a truly innovative and unique approach, is prepared without government involvement, and cannot cover previously published or upcoming requirements.
