Review provides update on Global Logistics Support Center

SCOTT AIR FORCE BASE, Ill. --  Over 80 supply chain customers and practitioners from across the Department of Defense and the Air Force came together here in December to participate in the second program management review for the Global Logistics Support Center.

The sessions allowed Col. Joan Cornuet, Mobility Air Forces Logistics Support Center commander, and Col. Brent Baker, GLSC provisional commander, to welcome participants to the final major program management review, or PMR, prior to the Block 20 stand-up in January 2008.

"January marks the date when over 4,000 supply chain professionals become members of the GLSC and represents the 'informal' or 'soft' stand-up of the GLSC capability," Colonel Baker said.

Col. Baker added that the PMR helps ensure "all of our actions are on track to support stand-up next month."

During the program management review, attendees received several updates regarding GLSC primary functions. Among them were:

> Supply Chain Strategy and Integration, or SCS&I. According to team lead Rick Reed, discussions between Air Staff and the GLSC concerning supply chain policy roles and responsibilities are progressing.

> The GLSC Web page is viewed about 150,000 times weekly. A team is working to have sites up and running for SCS&I and Supply Chain Planning and Execution, or SCP&E, by January 2008.

> Supply Chain Planning and Execution, or SCPE. Team lead Tom Girz presented SCPE functions, structure and processes. He said that the team was focused on critical path activities leading up to Block 20. Because a number of SCPE processes will be shared between the GLSC and Air Force Materiel Command's three air logistic centers, roles and responsibilities are being defined and host tenant support agreements and memorandums of agreement are being developed for each site. The Team has identified eight "critical" and 13 "near-term" processes which will need memorandums of agreements signed or in coordination prior to stand-up.

> Supply Chain Operations, or SCO. Team lead Tom Fee discussed ongoing actions between GLSC and the Repair Enterprise for the 21st Century, or RE21, initiative. "The current focus is on completing Centralized Intermediate Repair Facility business rules," Mr. Fee said. Other actions include determining staffing, ensuring an information technology structure which will provide links to visibility/tracking tools, establishing metrics and ensuring roles and responsibilities are clearing defined in GLSC and Centralized Intermediate Repair Facility concept of operations.

> Brian Schultz provided an update on the GLSC concept of operations and Program Plan, or P-Plan. The concept of operations is being updated monthly and will serve as the GLSC operating document at stand-up. The P-Plan currently is in coordination at the two-letter level in AFMC.

> Chief Master Sgt. Terry Moore helped participants have a better understanding of host tenant support agreements, memorandums of agreement, memorandums of understanding, site surveys, status of resources and training, and the aerospace expeditionary forces reporting tool. Chief Moore outlined why these documents are important and necessary for GLSC stand-up.

> Deb Garves discussed progress on actions taken by the major command Integrated Product Team to determine which functions and processes will transfer into the GLSC and which will remain with major commands/lead commands. While officials continue working a number of individual issues, it appears overall that functions and processes scheduled to transfer will not transfer until Block 30 in fiscal 2008. Additionally, there should be minimal transfer of staffing.

GLSC's official stand-up is scheduled to occur in March 2008. Gen. Bruce Carlson, the commander of Air Force Materiel Command, will preside over the ceremony.
