Dr. Colliver is responsible for ensuring access to intelligence community assets necessary to mitigate risks to center procurement activities, and for center-managed ISR systems to seamlessly provide data for exploitation by the Intelligence Community.  In his previous position, Dr. Colliver spent 24 years at the National Air and Space Intelligence Center where he worked on digital intelligence analysis, production, modeling and simulation architectures.

The Presidential Rank Award Program was created in 1978. Winners are selected from across the entire civilian enterprise.
