ARNOLD AIR FORCE BASE, Tenn. -- As part of a new $1.9 billion Air Force Test Center enterprise contract, the Arnold Engineering Development Complex will receive $523.9 million in technical and management advisory support through Sept. 30, 2031, reinforcing AEDC’s role in delivering world-class developmental test and evaluation capabilities for the Department of the Air Force.
According to GovconWire.com, the Department of the Air Force awarded the Technical and Management Advisory Services 3 Task Order to Aventis LLC, a Canvas company, through the General Services Administration’s One Acquisition Solution for Integrated Services Plus, Small Business contract vehicle. Beginning Oct. 1, 2026, the five-year task order will provide technical and management advisory services supporting aerospace research, development, test and evaluation activities across the Air Force Test Center enterprise.
AEDC’s award is one of four TMAS 3 task orders supporting Air Force Test Center installations. Collectively, the contracts provide a flexible acquisition vehicle connecting critical technical expertise with mission requirements across the test enterprise while strengthening the Air Force’s ability to develop, evaluate and sustain advanced aerospace capabilities.

The TMAS 3 contract provides specialized expertise across a broad range of mission areas, including engineering, acquisition, logistics, program management, research and development, technical analysis and security management. These services help AEDC maintain the capabilities required to execute complex test and evaluation missions supporting current and future Air Force weapon systems.
As one of the Air Force Test Center’s premier test organizations, AEDC delivers world-class ground testing essential to developing, evaluating and sustaining advanced aerospace systems. Continued access to highly specialized technical and advisory expertise strengthens the mission by supporting testing from concept through fielding.
The enterprise-wide contract also supports work at Edwards Air Force Base, California, home to the Air Force Test Center headquarters and the U.S. Air Force Test Pilot School, and Eglin Air Force Base, Florida, which conducts developmental testing and evaluation of air-delivered weapons, munitions and other defense systems. Together, the three installations form the foundation of the Air Force’s developmental test and evaluation enterprise.
For AEDC, TMAS 3 expands access to specialized expertise while providing greater flexibility to meet emerging mission needs. Rather than funding a single program or facility, the contract establishes an enterprise-wide acquisition vehicle for engineering, scientific and management support. This approach aligns specialized talent with mission requirements while maximizing resources across the enterprise.
As the Air Force continues modernizing its test enterprise to address evolving national security challenges, contracts such as TMAS 3 ensure organizations including AEDC, Edwards AFB and Eglin AFB maintain access to the technical talent needed to support next-generation aircraft, propulsion systems, hypersonic technologies and space capabilities.
